總統蔡英文14日不受強颱莫蘭蒂影響，風雨無阻前往台中參加大陸台商秋節聯誼活動。她重申，政府維持兩岸和平穩定發展決心並無絲毫動搖，會盡最大努力增進兩岸良性互動，建立務實穩健，可長可久的兩岸關係。值得關注的是，蔡政府官員面對「九二共識」幾乎消音，絕口不提。
蔡英文表示，兩岸關係發展是雙方共同責任，期望海基會董事長田弘茂的上任，可為兩岸關係注入新元素和機會，促使兩岸和諧互動，邁向新里程碑。近年大陸經濟成長趨緩，北京強調經濟進入「新常態」，許多政策都在調整中，投資環境也發生很大的變化，為台商帶來很大的挑戰；田弘茂的專業和經驗，加上海陸兩會的配合，一定可以幫助台商提供最好的服務，政府不會讓台商感到孤單。
至於大陸海協會回函海基會的後續情形，田弘茂受訪指出，目前沒有聽到什麼負面影響，政府已表示善意，特別那四個字（九二共識）都是老問題，要透過更高層次決策與討論；兩會復談可能性是存在的，各種方案我們都正在研擬，政府會設法跟對岸溝通。
被問及是否會透過台商向大陸溝通，田弘茂表示，台商若有管道可以上達陸方高層的決策單位，他非常歡迎，希望台商不只返台反映需求，聽到台灣的意見後，也向大陸表達並替台灣爭取。
陸委會主委張小月致詞時表示，政府從來不否認兩岸在92年的溝通協商；外界關注，攸關兩岸經貿往來的服貨貿談判，她表示，待《兩岸協議監督條例》立法通過後，就能持續推動服貿、貨貿後續工作。
